I believe these are specialty tire chain pliers made by the McKaig Hatch Tool Company and were used on civilian automobiles and Military WWII Jeep vehicles.
The pliers were used in repairing the links on tire chains, as opening up and closing the links as well as cutting the links.
These pliers were not necessarily apart of the WWII military Jeep tool kit, but were used as an optional tool.
The pliers are embossed on the handles,
McKaig Hatch, BUFFALO NY, PAT 1,698,474

which is a 1929 patent to a H.J. Fired and was issued to the Mckaig Hatch Tool Company,
The pliers are 9 1/2" long.
The pliers are in good condition
, show little use and have been cleaned and repainted with black paint for protection. As with the vintage of the pliers, there is some normal wear, a few dents and dings, and some discoloration, all as noted from the photos.
